<o:p> </o:p>Dr. HE is currently an associate professor (since 2002) at Zhejiang University. He is also an appointed assistant director of Zhoushan City’s Development and Reform Commission. He has been working as an assistant engineer in (1991 – 1993) the Petroleum Development Office at the Geological Research Institute of Henan Petroleum Exploration Bureau, a research scientist (1998) then associate professor (2000) at Nanjing University.
