In 1991, he graduated from the Department of history of Sichuan University and received a bachelor's degree in history;.

The research fields include public law theory, constitutional basic rights, basic concepts of administrative law, legal methods and legislative jurisprudence.

He also serves as the director of the Constitutional Law Research Association of the Chinese Law Association, the director of the Administrative Law Research Association of the China Law Association, the executive director of the central Zhejiang University of law research center, the deputy director of the research center of the Chinese local rule of law and governance of Zhejiang University, and the standing vice president of the Legislative Research Institute of Zhejiang University (Zhigjiang Legislative Research Institute).
